On May 6, 2026, the Delray Beach Community Land Trust proudly put the “Shovel In The Ground”, a milestone for a new affordable home development located at 308 SW 3rd Avenue in
Delray Beach.
The property was purchased by the Delray Beach Community Land Trust on March 1, 2021, for $70,000 with the vision of developing an affordable single-family home for an income-qualified homebuyer. After overcoming numerous development barriers and challenges throughout the process, construction is now officially underway with approved permits from the city. RTG Construction, owned by Jeff Wooster, will lead the development of the home alongside his son, Zachary Wooster, who has developed a strong passion for affordable housing and community revitalization. Zachary is committed to giving back to the community while learning the profession under the mentorship of his father and through his internship experience with GL Homes.
RTG Construction has been a valued partner of the Delray Beach Community Land Trust since its early years and has successfully built more than 15 homes within the organization’s
affordable housing portfolio.
On January 3, 2025, Jeff Wooster, Zachary Wooster, and the CEO of the Delray Beach Community Land Trust met to discuss a new development opportunity aimed at supporting the expansion of the organization’s single-family housing program. During the meeting, available DBCLT properties and the challenges associated with affordable housing development were reviewed.
In support of the organization’s mission to provide affordable housing opportunities for the families and individuals it serves, Jeff Wooster proposed the construction of three new single-family homes at no builder cost. Following the meeting, Jeff provided a formal commitment letter. On February 12, 2025, Zachary followed up with an email expressing his appreciation for the opportunity to collaborate with DBCLT and his enthusiasm for contributing to the organization’s mission of creating sustainable and affordable housing within the community. Zachary is currently attending the Rinker School of Construction Management, and the Delray Beach Community Land Trust proudly provided a recommendation letter as part of his university requirements, recognizing his dedication and commitment to affordable housing development
through his work alongside his father on DBCLT projects.
This project is especially meaningful in two ways. First, the Delray Beach Community Land Trust already has a mortgage-ready homebuyer who has patiently remained in the organization’s pipeline for more than two years awaiting this opportunity. Second, this partnership reflects the next generation of builders and community leaders investing their time, talent, and resources into
addressing the critical need for affordable housing.
This home represents more than new construction — it represents hope, opportunity, partnership, and the realization of homeownership dreams for a deserving family within our community.
